Jorge Pérez-Casellas, Esq., LL.M., CHC

Jorge is a healthcare attorney and compliance executive with more than 20 years of experience advising hospital systems, academic medical centers, and physician organizations across the United States and Puerto Rico. He specializes in building and strengthening enterprise-wide compliance programs, conducting system-level risk assessments, leading privacy and HIPAA program development, and guiding organizations through complex regulatory and operational transitions.
Jorge has served as interim and permanent Chief Compliance Officer for large healthcare systems and academic medical centers, where he has overseen compliance operations, internal investigations, research compliance, coding and billing reviews, and the development of governance and reporting structures for executive and board leadership. He also advises extensively on Stark Law, Anti-Kickback Statute compliance, physician arrangements, FMV frameworks, and high-risk contracting practices, ensuring alignment with federal and state regulatory requirements.
Jorge’s work includes leading multi-year compliance transformations, designing and implementing privacy and compliance staffing models, deploying enterprise auditing and monitoring plans, and developing policies and workflows consistent with OIG, OMIG, and CMS guidance. He frequently supports organizations during periods of merger, expansion, or leadership transition and is known for integrating regulatory rigor with operational practicality.
He holds a J.D. from the University of Puerto Rico School of Law, an LL.M. in Health Law from Loyola University Chicago, and is a Certified in Healthcare Compliance (CHC). Fully bilingual, Jorge works seamlessly with mainland U.S. and Puerto Rico clients.
Ricardo J. Pabón Deglans, Esq., LL.M., CHPC

Ricardo is a HIPAA Privacy and regulatory compliance consultant with extensive experience supporting hospitals, physician groups, and academic medical centers across the United States and Puerto Rico. He specializes in operationalizing privacy programs, managing HIPAA incident response, conducting enterprise privacy assessments, and guiding organizations through complex regulatory requirements affecting clinical, research, and administrative environments.
Ricardo has served in interim privacy leadership roles for major academic medical centers, overseeing daily privacy operations, breach management, and coordination between Privacy, IT Security, HIM, and compliance teams. He has also led systemwide HIPAA Privacy Risk Assessments for large hospital systems nationwide and supports clients in implementing privacy policies, data-sharing evaluations, and remediation strategies.
With a background as outside legal counsel to healthcare entities, Ricardo brings a blended legal and operational perspective that helps organizations strengthen privacy governance, mitigate risk, and transition to sustainable long-term privacy structures. He also regularly presents at national conferences on emerging trends in HIPAA, privacy in research, and the privacy implications of new technologies.
He holds an LL.M. in Health Law from Loyola University Chicago, a J.D. from the University of Puerto Rico School of Law, and is a Certified in Healthcare Privacy Compliance (CHPC). Fully bilingual, Ricardo works seamlessly with mainland U.S. and Puerto Rico clients.
